ADVISORY COUNCIL ON EQUINE PROHIBITED SUBSTANCES AND PRACTICES

Introduction

On October 1988, the International Conference decided to set up an Advisory Council of Racing Analysts and Veterinarians entrusted with the technical aspects of threshold setting when the need arises.

The Council was eventually renamed :

- from 1991 to 1994 :	Advisory Council on Veterinary and Doping Problems
- from 1995 to 2002 :	Advisory Council on Doping Control
- from 2003 to 2008 :	Advisory Council on Prohibited Substances.
- from 2009 to 2011 :	Advisory Council on Prohibited Substances and Practices.
- from 2012 onwards :	Advisory Council on Equine Prohibited Substances and Practices.

In October 2025, the IFHA Executive Council members confirmed the Terms of Reference of the Advisory Council on Equine Prohibited Substances and Practices. and agreed on the new composition of the Advisory Council as follows :
Chair – appointed by the IFHA Executive Council;
Vice Chair – appointed by the IFHA Executive Council;
Secretary - appointed by the IFHA Executive Council;
IFHA Senior Technical Advisor;
one nominee designated by the US Jockey Club, Breeders’ Cup and the Jockey Club of Canada (jointly);
one nominee designated by Racing Australia;
one nominee designated by the Hong Kong Jockey Club;
one nominee designated by the Japan Racing Association;
one nominee designated by France Galop;
one nominee designated by the British Horseracing Authority;
one nominee designated by the Irish Horseracing Regulatory Board;
one nominee designated by the Asian Racing Federation;
one nominee designated by the European Horserace Scientific Liaison Committee;
one nominee designated by OSAF
one nominee designated by the U.S. Horseracing Integrity Welfare Unit;
Chair of the International Group of Specialist Regulatory Veterinarians (IGSRV) (ex-officio member);
President of the Association of Official Racing Chemists (AORC) (ex-officio member);
Chair of the IFHA Gene Doping Control Subcommittee (ex-officio member);
Executive Director of the IFHA (ex-officio member);
up to two other members as appointed by the IFHA Executive Council in its discretion from time to time
